General academic background
Professor / Dr Vernon M. Neppe: MD, PhD(Med), FRSSAf (Foreign), FFPsych(SA), FRCPC, MMed (Psych), MB, BCh, DPsM, BA, Dip ABPN (Psych), Certif. ABPN Geriatric Psych, Certif. ABPN Forensic Psych, DABFE, FACFE, DABFM, DABPS (Psychopharmacology), Director and President of the Pacific Neuropsychiatric Institute, practices medicine in Washington state. He is Board Certified by the ABPN in psychiatry with further sub-certifications in geriatric psychiatry and forensic psychiatry (listed under Americas Top Doctors). In 1986, Professor Neppe established (and became Director of) the
first Division of Neuropsychiatry in a Department of Psychiatry in the
United States (at the University of Washington in Seattle. ) His major
current academic university affiliation reflects the unusual special
honor of being an (adjunct full ) Professor of Psychiatry and Human
Behavior at St Louis University, St Louis, MO (1700 miles away). He is also an attending physician at Northwest Hospital, Seattle, WA and on courtesy staff of Overlake Hospital, Bellevue, WA.
Dr Neppe founded the PNI in Seattle, WA in late 1992. The PNI aims at serving as an international model in the discipline of Neuropsychiatry with clinical, academic, research, forensic and educational emphases. Prior to that, he had trained and worked at the University of Witwatersrand, Johannesburg, South Africa (medical degree, internship, specialist post-graduate training and as a consultant attending then senior consultant). He was also honored as the Witwatersrand University Overseas Traveling Fellow for 1982-3 and worked at Cornell University Medical College, New York where he consolidated his psychopharmacology, chronobiology and sleep-wake disorders, epileptology, geriatric and neuropsychological experience.
He is a fellow of five and member of thirteen professional associations (including the American or International Psychiatric, Medical, Neuropsychiatric, Epilepsy, Psychogeriatric and Clinical Psychopharmacology Associations and Societies) and his Consultancies have included the Epilepsy Institute and the American Psychiatric Assn Diagnostic and Statistical Manual.
Amongst his special honors has been book listings in Marquis Who's Who in the World, Americas Top Doctors, Americas Top Psychiatrists, The Best Doctors in America, Men of Achievement, Five Thousand Personalities of the World, Two Thousand Notable American
Men, and Five Hundred Leaders of Influence. Dr Neppe was an International Man of the Year 1992-3 from the International Biographical Center in Cambridge, England "in recognition of his services to Neuropsychiatry, Psychopharmacology and Anomalistic Psychology." His latest award is his international recognition as apparently the first physician living in the United States elected to Fellowship of the
Royal Society of South Africa (Foreign Fellow).
Professor Neppe has extensive scientific publications (more than two hundred including abstracts) and is an internationally sought after lecturer. He has made hundreds of scientific presentations in eleven countries including chairing international conferences on four continents and radio and television appearances around the world. He has lectured at about 90% of the medical schools and hospital/ clinic affiliates in the USA and Canada. He is author of three
books, served as founding editor of a journal, guest editor of another, and on the editorial boards of numerous others.
His latest book, Cry the Beloved Mind: A Voyage of Hope, written for the general public, patients and family members, as well as colleagues in the medical, pharmaceutical, psychological and legal professions, has been perceived as a major contribution and a classic, defining as it does, the new literary genre of "sciction".
Professor Neppe's major research areas include pharmacological, neuropsychiatric and phenomenological elements. He developed several measuring neuropsychiatric instruments and inventories including the
BROCAS SCAN (Screening Cerebral Assessment of Neppe), The
INSET (Inventory of Neppe of Symptoms of Epilepsy and the Temporal Lobe), the
STRAW (the first time / severity measure for tardive dyskinesia), a geriatric inpatient instrument namely the
PBRS (with JP Loebel) (The Problem Behaviors Rating Scale) as well as research Subjective Paranormal Questionnaires and Narcolepsy Questionnaires. His pharmacologic areas include the only double blind study demonstrating the value of carbamazepine in dyscontrol and psychosis thereby being a major pioneer of the whole area of anticonvulsant drugs in psychiatry (this has impacted on millions), the use of high dose buspirone as a successful treatment for tardive dyskinesia, and the extended use of azapirones in aggression and attention deficit disorder. He has also developed concepts in medical areas such as deinduction, non-vertiginous dizziness, dysproccia, chindling and possible temporal lobe symptoms.

A significant proportion of Dr Neppe's activities has been in the parapsychological area.

Prior to leaving his native South Africa in 1986,
founder and editor of the Parapsychological Journal of South Africa in 1980 (through its last edition in 1986). This was listed in Psychological Abstracts.

 Dr.
Hal Puthoff is Director of the Institute for Advanced Studies at Austin. A
theoretical/experimental physicist, his research ranges from theoretical studies
of gravitation, inertia, cosmology and energy research, to laboratory studies of
innovative approaches to energy generation. A graduate of Stanford University in
1967, Dr. Puthoff's professional background spans more than four decades of
research at General Electric, Sperry, the National Security Agency, Stanford
University, SRI International, and, since 1985, as Director of the Institute for
Advanced Studies at Austin. He has published numerous technical papers and a
textbook (Fundamentals of Quantum Electronics, Wiley, 1969) on electron-beam
devices, lasers and quantum zero-point-energy effects; has patents issued in the
laser, communications, and energy fields; and is co-author of Mind Reach:
Scientists Look at Psychic Ability, Delacorte Press, 1977, and co-editor of Mind
at Large: IEEE Symposia on the Nature of Extrasensory Perception, Hampton Roads
Publ. Co., 2002.
Puthoff works closely with NASA’s Breakthrough Propulsion Physics initiative; is
Chairman of the Science Advisory Board of Bigelow Aerospace, involved in the
construction of inflatable modules for space applications; regularly serves
various foundations, corporations, government agencies, the Executive Branch and
Congress as consultant on leading-edge technologies and future technology
trends; is a member and officer of several professional organizations; and is
listed in American Men and Women of Science, Who's Who in Science and
Engineering, and Who's Who in the World; and has been designated a Fetzer

A. Palmer graduated
from Duke University with a B.A. in psychology and received his Ph.D. in
psychology from the University of Texas at Austin.
After spending two years on the psychology faculty at McGill University,
he entered parapsychology on a full-time basis.
In addition to heading the graduate program in parapsychology at John F.
Kennedy University from 1977-1981, he has held research positions at the
University of Virginia, University of California at Davis, and the University of
Utrecht in The Netherlands.
He has served twice as President of the Parapsychological Association.
He is presently Director of Research at the Rhine Research Center in
Durham, NC, where he also edits the Journal
of Parapsychology and serves as Director of their Summer Study Program for
students.
Dr. Palmer has published numerous scientific articles and book chapters,
and he is co-author of the book Foundations
of Parapsychology: Exploring the Boundaries of Human Capability.

Parker holds Doctors and Masters degrees in Psychology from the University of
Edinburgh, qualifying in clinical psychology 1974 from the Tavistock Clinic,
London, and obtaining his doctorate at Edinburgh in 1977.
Currently Dr Parker is Senior Lecturer (Associate Professor) in Psychology at
the University of Gothenburg, Sweden. He has authored or co-authored more than
50 articles and book chapters on clinical psychology and parapsychology, which
are his main areas of research.
Born in Ravensworth, England. Qualified as a clinical psychologist from the
Tavistock Clinic in 1994, a Ph.D in psychology from the University of Edinburgh,
in 1977. Part of the doctoral work was published in the form of a course book
States of Mind (1976) which summarizes research on consciousness and psi-phenomena. The doctoral research initiated the use of the ganzfeld technique
in parapsychology as a means of producing an experimental analogue of paranormal
experiences in a laboratory setting.
Licensed clinical psychologist, having held a number of clinical appointments
in the adult and child clinical area both in the UK and in Sweden. In 1993,
became an Associate Professor (Senior Lecturer) in the Psychology Department,
Gothenburg University, with tenure from 1997.
Member of the Swedish Psychological Association, the British Psychological
Society, the Society for Psychical Research, and Council/Board Member of the
Parapsychological Association, and Examiner for the Swedish Society for Clinical
and Experimental Hypnosis.
In the year 2000 took part in the symposium on parapsychology led by Professor
Robert Morris at the XXVII International Congress of Psychology held this year
in Stockholm He has been for the last three years the Editor for the European
Journal of Parapsychology and is currently a Board member of the
Parapsychological Association.

Radin earned a BSEE magna cum laude in Electrical Engineering, University of
Massachusetts, Amherst, and an MS in Electrical Engineering and PhD in
Psychology, both from the University of Illinois,
Champaign-Urbana. For ten years he was engaged in advanced telecommunications
R&D, initially at AT&T Bell Laboratories and later at GTE Laboratories.
For fifteen years he has investigated psi phenomena through appointments at
Princeton University, University of Edinburgh, University of Nevada, SRI
International, Boundary Institute, and Interval Research Corporation. He is
presently Laboratory Director at the
Institute of Noetic Sciences in Petaluma, California.
Dr. Radin was elected President of the Parapsychological Association in 1988,
1993, and 1998. His research awards include the Parapsychological Association's
1996 Outstanding Achievement Award and the Rhine Research Center's Alexander
Imich Award for advances in experimental parapsychology, also presented in 1996.
He earned Special Merit Awards from GTE Laboratories in 1992 and from Bell Labs
in 1984, and has received grants from the Richard Hodgson Memorial Fund Grant at
Harvard University, the Bial Foundation (Portugal), the Parapsychology
Foundation (New York), the Society for Psychical Research (London), the Swedish
Society for Psychical Research
(Stockholm), the Institute for Border Areas of Psychology (Germany), the Bigelow
